I'm sure DFU was part of the suite including SEU and PDM, but perhaps UPDDTA was considered part of the runtime support and thus on all system? Regardless, UPDDTA would be a lousy way to edit s source member. EDTF would be much better, although I'd be much more likely to FTP it to a PC and edit (especially since I carry a laptop with Flex/Edit installed...).
