It depends on what special authorities QPGMR has.  If QPGMR has *SPLCTL,
it's difficult, and the explanation is long winded - so I'll skip that
unless you really need it (and besides, you'd have to build a pretty
good case as to why any group profile needs *SPLCTL).

If QPGMR has *JOBCTL special authority, then change the out queues in
question so that their OPRCTL parameter is set to *NO.  This parameter
controls whether a user with *JOBCTL special authority is allowed to
manage the out Queue - irrespective of their object level authorities to
the queue.
If you change some queues to OPRCTL(*NO), you will then likely need to
go in and authorize some folks (Operators?  SysAdms?) to manage those
queues in the event of a problem.  

If QPGMR does not have *JOBCTL or *SPLCTL special authority, then Dan
Rasch's advise will suit nicely.
