The service uses your PC as an intermediary.  The 400 does not need a
connection to the internet for iPTF, just the PC.

Doesn't iPTF use a connection to the iSeries regardless of whether you 
plan on applying the ptf's directly on the iSeries, get them via FTP, or 
get them via CD?  If so, perhaps this person's problem is that having that 

kind of connection is forbidden.  I don't know of an IBM site in which you 

can key in your name and password, and not your iSeries name, and still 
ftp down a ptf.
