I can tell you right now that IBM would reject the proposal at a job level.

When I campaigned (rather loudly) that the 25/250 library list limit be
made a system value and job attribute, I got the piddily response of the
data area solution because this part of OS/400 development was too heavily
burdened.

  Can you request that this be on a job level?  Of course, the default
would be *SYSVAL.
