They're doing just that at a company I came from. They've been stuffing 8 or 10 ($250/hr) consultants at a time in full day meetings for the better part of a year now and it's just the "blue print phase". In all honesty, these projects can fail with any software package. SAP you hear about because it's customers are larger and more noteworthy. I do hear, however, that SAP is a consultants dream milking the account for all it's worth trying to get it to work.
