QSECOFR is OK, assuming that the program doesn't have to do anything like
adopting authority, necessary for restore commands.

I suggest having it owned by QPGMR, and specifying in the code that the
user profile executing the code has *ALLOBJ authority.

Per the CL reference for the LODRUN command:

<quote>The program QINSTAPP must be owned by a user profile that resides
on the target system. If QINSTAPP is restored to a system that does not
have the owning user profile, control is not transferred and the program
is not run.</quote>

Since this could be a first-time install on our client's system, I can't
rely on our "GROUP1USER" profile existing. So what's a "safe" profile to
assign ownership of that object to? QSECOFR?
