The method described is really just a VPN but not fully utilizing the VPN abilities of SSH and TCP (an ssh tunnel). Hardly new. And added to that is the surf speed will be that of the connection at home. Not too good if you are on a 56K modem. Besides, the firewall could always block outgoing ssh from non-trusted machines.
