look for file named QATMHINSTA  note the 'A', with member ADMIN.  Check if
your system can resolve it's name in DNS?  I just had this problem.

I find 2 members in the QATMHINSTC file in Library QHTTPSVR. We 
just upgraded to V5R2 Sunday. I can find no member called ADMIN.
