Thank you.

Our software effectively blocked me from going to the hoosier lottery, but 
allowed make a shorter link to work.  Let me rephrase this.  I can get to 
make a shorter link.  However when I try the make-a-shorter link to get to 
the hoosier lottery it blocks me.  When I try make-a-shorter links to get 
to ibm sites it works fine.

The original person ought to see about getting in this same situation. 
Therefore legitimate purposes would work.
