Yes.  But setting up a simple CERN (traditional) or Apache is not as much 
of a concern to most people as setting up Websphere.

While you don't need Websphere, you DO need a HTTP server, don't you?

Actually net.data does not require Websphere either.  All net.data is, is 
a shell cgi program that reads your input script, and processes that 
accordingly.
