Sure, as long as you don't want to use ASP (knowledge base) or any of the
several thousand components out there for graphing, PDFs, spelling, ... Or
need to connect (easily) to other (non-iSeries) databases, use web services,
leverage existing code, ...

Net.Data offers something quite comparable to ASP.  While the scripting
syntax may be a little different, your developers would probably be able to
become productive with it quickly.  Scripts with SQL calls are imbedded in
HTML pages.  A runtime environment interprets the script when the page is
accessed.  The same concept as ASP.  Runs natively on the iSeries.
