I think it's sort-a difficult to know what the general consensus IS.  Posts
are, besides being technically-oriented, also conversations between people.
With so many members, there's NO WAY to find the sweet spot that suits
EVERYbody...  On any given day, SOMEbody IS (MANY somebody's ARE) going to
be offended by "extraneous" chit-chat.. tone of "voice" used in a post..
lack of social graces, discussing non-technical issues.. yada, yada...
People aren't computers, so there's a RANGE of what's acceptable as far as
chit-chat and what-some-consider-extraneous verbiage.. (and people have an
annoying tendency to be less consistent than computers...;-).

Plus, You have a very small minority (last I checked) of people who use
digest-mode, and who want NOTHING BUT what is relevant to technical
question/"facts"/answer.  And a larger percentage of non-digest users that
would just soon same...  Others enjoy getting to know people through these
posts.

I'm NOT suggesting "whatever floats Yer boat" but, personally, I find plenty
of other things to get bent about.  So, although I'd prefer everybody to
follow the guidelines very precisely (and glad there are few HTML posts
lately), it's just easier for me to be tolerant of (what I consider) an
errant post.  (For example I, personally, generally REALLY enjoy the various
sig-quotes.) Oftimes find m'self learning from them too...:-D
