I'm pretty sure that you need to grant the user at least *USE access to the library.

I don't think that authority adopted from USRPRF(*OWNER) carries over from
one program call to another.   You probably need to have all of the
programs that get called set up with USRPRF(*OWNER), not just the first
one.

But, I could be wrong, it's been a really long time.
