Sorry, Booth.  Yes, I'm using CA as my 5250 client.  After doing a STRPCO 
PCTA(*NO) in my 5250
session, I ran the following commands from the command line (all instances 
opened a DOS box):

 STRPCCMD PCCMD('edit c:\config.sys  ')  
      <= Opens a DOS window with the DOS Edit opening CONFIG.SYS
 STRPCCMD PCCMD(EXCEL.EXE)
      <= Opens a DOS window and returns "Bad command or file name" 
          (I presume a path problem)
 STRPCCMD PCCMD('"C:\Program Files\IBM\Library Reader for Windows\READIBM.EXE')
      <= A dialog box popped up with "PCSPCO002 - PCO command processor 
          (PCSPCOC.EXE) failed: CreateProcess return code - 87."  Clicked OK, 
          DOS box opens, BookManager Library Reader for Windows opens a List of 
          Bookshelves.

Since I do not have access to a non-CA 5250 client, I can only assume that 
STRPCO would fail in
any other environment, since it is a command associated with CA.  STRPCCMD, on 
the other hand,
from what I remember a few weeks ago, does not require CA or STRPCO, but 
required some kind of
server app running on the client if you were not using STRPCO.

Clarification and correction would be appreciated.
