This is how I do it in a CL program ...

DCL      VAR(&tofile) TYPE(*CHAR) LEN(128)    

CHGVAR   VAR(&TOFILE) +                           
         VALUE('/QNTC/servername/folder/subfolder/' ||
        &FILE *TCAT '.txt')                    

/* before copying to NT server, add a dir entry to QNTC for it */   
              MD         DIR('/qntc/servername')

              MONMSG     MSGID(CPFA0A0)                              
                                                                     
CPYTOIMPF  FROMFILE(library/filename) TOSTMF(&TOFILE) + 
             MBROPT(*REPLACE) RCDDLM(*CRLF) +            
             DTAFMT(*FIXED) STRDLM(*NONE) FLDDLM(' ') +  
             STMFCODPAG(*PCASCII)                        

This creates a fixed length ASCii file.  You could do CSV as well.
