Having tripped over this multiple times, I think I can quote the manual my
memory:

If a varied on workstation is able to be acquired by more than one
subsystem, the subsystem that starts _last_ will acquire the workstation.

If the workstation is not varied on when the subsystems is started, once the
workstation is varied on, the subsystem that eventually acquires the
workstation cannot be predicted.
