QLMTUSRLIB Data area Size

We are planning on upgrading our development machine to V5R2 this week.  We
have not double checked all the programs which maintain the user library
list so I want to use this data area to restrict them to 25 libraries.  The
memo to users says that the data area needs to be created with '1' in the
first character but it does not say how big the data area needs to be.

Is a size of 1 character sufficient?
