I changed it so that the group profile has *public *change, with no luck. 
But if I change it to *public *all it'll work.  Not that I can leave it 
that way, but it was a test.

And if I added QTCP with *all to the group profile it'll work.  I am 
strongly looking at dropping QCAPCMD and going to a CL program.

  Use adopted authority  . . . . . . . . . . . . . :   *YES 

Shouldn't this last line mean that it uses the adopted authority of the 
program that calls it?  Jeepers, it lets it create profiles, therefore it 
must have *SECADM, but it locks out the *ALLOBJ.  That's the part that 
baffles me.
