We have a IBM 6400 installed using the remote outq, but we also 
manually start it in the start up programs with the following, so that
the forms control messages will come up.  

STRRMTWTR OUTQ(QUSRSYS/PRT10) FORMTYPE(*ALL 
*INQMSG)
