We use ASC's ESend product and it can do most of what you are looking for.
Give a call to ASC (Advanced Systems Concepts).

I'm looking for a spool file archiver/emailer/put to IFS/convert to PDF 
type utility.  I know there are dozens of them out there, but we use 
FormsPrint forms software which creates *USERASCII spool files.  Neither 
Spool-A-Matic from Gumbo nor Catapult from BCD will handle *USERASCII files.

The only one I've found that will is Keyes Utility from Keyes.  I'd like 
to have at least one other to compare it to.
