Good suggestion Sue.  We've used this.  Doesn't move 100%, but will 
minimize time required in restricted state.

If you're running a recent release of OS/400, available via the 
STRASPBAL command is a way to drain the data off the old drives 
onto the new drives to minimize the amount of time the logical 
remove at DST takes.  If you're pre-V5R2, you need to contact your 
CE.  At V5R2, look at the new options on the STRASPBAL command.
