You said you have added a host table entry, but not whether you have added
a routing entry (different screen).

You either need a specific route, like (to get to 10.16.1.1 the gateway is
10.21.0.254
10.16.1.1        255.255.255.255      10.21.0.254
or  a partial (to get to 10.16.any.any
10.16.0.0        255.255.0.0      10.21.0.254
or a default route
*dftroute        *none                    10.21.0.254
