Usually when this happens, the tape drive is actually not ready with a tape
or its not available, it just depends on your type of tape drive. Someone
could have issued an unload on the tape drive, and it may not or could not
actually unload the tape, depending on the model. What is the error message
your getting? What model of drive it is?
