That is what I have setup here. QSYSMSG is used for this as well as a number
of other critical system messages IF IT EXISTS. The nice thing about it is
these messages don't get "lost" in a busy, highly traficed QSYSOPR ! And as
mentioned, you can monitor this message queue and do all kinds of stuff. For
the incorrect password/device varied off deal I notify a small number of
trusted folks that can reset it (via a command I wrote that carefully
monitors and logs this stuff). I also get alerts on critical system messages
this way.

When the account is disabled, a message is sent to the QSYSOPR message
queue, as well as QSYS/QSYSMSG if it exists.  You could monitor either of
these queues with a program, and then have your program do something when
that specific message is received.
