Try DSPUSRPRF output(*outfile) and do an sql select for *DISABLED status.

The device may also be varied off - if it's a named device, ise WRKCFGSTS *DEV devname. If virtual devices, WRKCFGSTS *DEV QPADEV* adn see what they're doing.
