I not sure i have all of your particulars, but maybe this will help:
you don't need an if statement - can you do a couple of result fields like
so:
(assuming C = your 0/1 century number, and date = the whole 7 digit date)

Field   Expression                            Len   Dec
YEAR    (c*100)+1900                           4     0

DATE    digits(year)||
        substr(digits(date),2,6)
