If you are going to consider everything, you should also consider GeneXus
(www.genexus.com).  It is a PC based development tool that can generate RPG
& Cobol for the AS/400, but also VB, Visual FoxPro and Java that can use the
AS/400 and SQL Server as database servers.  It is widely used in South
America, but I'm not aware of too many users in the USA (we are one of the
few).  We have developed over 500 GeneXus programs.  I haven't seen LANSA,
but I would say GeneXus shares some attributes with Plex.  We haven't run
into anything that GeneXus can't do.  If is definitely much more powerful
than ProGen, but also comes with a much more steep learning curve.  I would
say with 5 days training you could be developing simple to intermediate
level programs.  GeneXus is well suited to developing applications that use
existing files from legacy systems, but really shines when developing apps
from scratch.

PLEX is the new name for Synon/Obsydian (remember IBM's strategic 
direction?), so we're talking about 4GL or CASE tools here. ProGen Plus is

Excellence Award for 4 years in a row. I've never used it myself. Anyone
