There should be no significant difference regarding emulation between a
machine which has been installed from scratch versus a machine which has
been upgraded.  Are you system values synchronized?

I would look at QAUTORMT and QAUTOCFG.  Even if they are the same, is it
possible that your production machine has more devices signed on?  This
would make it possible to reach some limit on production (740) that you
would not reach on your 830.
