SQL access plan storage

1) Is there still a 16MB limit to the SQL access plan storage space in
(associated space of?) the program object?  This machine was just upgraded
from 4.5 to 5.1.

 This seems to be causing major performance problems where the plan must be
rebuilt each time when the program object has run out of space.  

2)  What type of lock is generated for the program object during the access
plan update?

3)  What authority (over *USE) to the program object is required?
