Geez, I dunno - it worked for me. I took your code & pasted it into a DDS
(only field on the screen) & then wrote quick program to EXFMT the screen
using all combinations of indicators 31, 32, 41, & 45 (luckily that's
only 16! :-).
 
Of course, some of them were nondisplay, but the ones I could see seemed
to work, and I never got a message saying the field was protected. Could
it be some other part of your DDS and/or program?
