Just a cautionary note:   If you directly access the QATOC* files, you're
risking your programs not being forward-compatible.   IBM has not stated
that these files will always be used for this purpose, or that they're
formwats will always be the same.

Therefore, I recommend that you use the APIs instead of reading these
files directly.

Frankly, you should be using DNS for this.   Not a host table.  Not
looking up the IP of an interface.   FTP should be using DNS to determine
which IP address to use.   This is what DNS is for.
