There's no single command that does this. So you need to write your own. Basically, in the command processor, you use the List Spooled Files (QUSLSPL) API. You can get a list of all spooled files in an output queue, then use the CHGSPLFA command in a loop to move them. This one should work just fine in CL or any high level language.
