That's what we do here, and I think it works pretty well. RPGLE & RPG
members live happily next to each other, along with CLPs, CLLEs, DSPFs,
PRTFs, etc.  We do separate source by application, so all the SAL*s are in
one file, all the ACT*s in another, etc. Personally, I like having
everything all together like that, and I've seen absolutely no problems
with it.
