You could write a validity checking program (VCP) for the SBMJOB command
that checks to see if the value in the JOBQ() parameter is any of the  jobqs
that are attached to the QINTER subsystem, then send an escape message that
indicates that the jobq specified is NOT allowed.

Somebody here probably already has the source code for the VCP, if they are
willing to share...

Obviously it has to be revisited whenever there is a OS Upgrade...

Just a thought...
