Check if the QTCPIP job is active.  Use the QUSLJOBS API.

Ping the local machine.  TCP3202 is sent as an escape message if the
host can't be found.  Since IBM have obviously stuffed up the list of
escape message sent by this command I would get access to the system
when you can take TCP down and try ping then to see what escape message
is sent.
