Seems like Trailblazer has a greenscreen browser, or you can check out
Scott Klement's utility or Brad Stone's GETURI utility.

To my knowledge, IBM has never offered any kind of web browser for the
AS/400.

Back in the late 1990s there was a discussion on this list about
possibly having a cooperative project to write one.  I don't believe it
ever went any further than discussion.
