It is. The problem is that, in being a universal standard, it does not care
what the filesystems on the other end of the connection look like, nor what
the names involved convey in implicit meanings. The OS/400's mapping of its
unique filesystem onto a flat namespace with semantically significant file
names is probably the bext IBM could come up with, but the underyling
assumptions are sufficiently different that some compromises must be made.
