If it is the latter, one option is to consider a product like TurnOver PDQ. This lets you perform your data conversions while users are still using the "old version". Once all of your data is converted, you only need to kick the users out long enough to move out the old objects and move in the new ones or long enough to change the library lists they use. So the data conversion takes just as long as before, but the application downtime is reduced to minutes, if not seconds. The other benefit is if there is an unexpected error in the conversion process, it never effected the end users as they never had to get out of the application.
