We use Trailblazer and PGP today with FTP.  We like it a lot.  I'm not sure
about the small and cheap thing.  When we bought into Trailblazer I was
going after multiple encryption methods (PPG, SSL, and now SSH I think) and
multiple distribution methods (FTP, SMTP, and HTTPS) so we bought more than
what you would use.  If I remember correctly their pricing is somewhat
granular so you can buy a little bit more into specifically what you want.

I like Patrick Townsend & Assoc. Alliance FTP Manager.  It does have the
PGP
encryption.  Cost more to roll your own.
