Try the command WRKHTTPCFG *ADMIN

look for the SSL commands.  Make sure sslport is not 443 with is what is
used for normal SSL.  I am using 2002 for ADMIN SSL and 2001 for ADMIN non
SSL.
Here are the lines that I have setup:
SSLMode On
SSLPort 2002
SSLClientAuth Off
Port 2001

https://sytemname.domain:2002 for SSL
http://systemname.domain:2001 for non-SSL
