If by startup time you mean in that they are run by the program named in system value QSTRUPPGM, then by default they will run as the user named in the JOBD QSTRUPJD. By default, that user is QPGMR. And a rhetorical question: Even if the startup procedures were not run out of #LIBRARY/QS36PRC, wouldn't it be a good practice to secure your source files against *CHANGE anyway?
