A couple of years we had that discussion internally at the shop I worked for 
then ( a software house).
It was stated, that ownership of the database definition (objects) was ours, 
ownership of the data (contents) in the files and tables was the users'.

In the situation described below, I wonder how data maintenance can be done: 
without rights to read, there are no rights to add, update or delete records.

Just my 2 Euro cents.
