Al - How could this be? It changes when we move in and out of Daylight
Savings time... When I change to or from daylight savings time, I have to
change the QUTCOFFSET value too or things like OPS Nav Management Central
monitors show the wrong time?

I don't know if I've said it on this list, but I have been saying in my
System Values talk that QUTCOFFSET may be changed to a read only (not
changeable) system value in a future release.
