No. If you are in the Eastern time zone you will change from -04:00 to
-05:00 when daylight savings time ends.

Both.
If you were in the Eastern Time Zone of the US, your offset would change
from -05:00 to -06:00 and your time would change to one hour earlier.
Because the Universal Time doesn't do Daylight Savings Time, they both
have to change.
