The user profile is QUSER.  Make sure it is not disabled.  Password of
*none, initial program of *none, and initial menu of *signoff.  I also like
to make sure public is *exclude.

The files are all in QUSRSYS and the service table is QATOCPS.  The owner on
my system is QSYS and *PUBLIC is *USE.
