What makes sense to me is to use a product such as PERCobol
(www.legacyj.com) that maintains your existing COBOL programs and staff, but
takes advantage of the J2EE architecture and Java.  You can also call Java
from COBOL and COBOL from Java.  It is platform neutral so it can run
anywhere.  It's GUI, IDE is also based on the Eclipse technology.

I used it to migrate some existing HP COBOL programs from the HP e3000 to an
HP9000, under a J2EE environment and it worked great.
