Telnet resource usage

Hey all...

There's a big snit here at Baxter about using telnet-- there's a claim that
telnet uses more system resources than passthru... I've never heard any
such claim before.  Is this one of those things that was true at one time?
(Also, I can't get anyone to be specific as to which resources are being
hogged-- comms, CPU, etc.)
