I guess my first question would be "What's the problem?" From what I read, 
you're describing a normal situation. E.g., have you started a writer yet? If 
so, what error messages do you get? What kind of device is this? a virtual 
printer? LAN attach? twin-ax? ???

The lock in QSYSARB and vary-on pending _can be_ perfectly normal without 
additional action.
