Why won't this mail go thru with attached file?

I asked this awhile back on the non-tech list and still haven't solved
the problem.

I'm trying to send a .zip file to another guy.  The file is less than
500K and he says he has no size limit.  They can receive .zip files from
everyone else.  I can send .zip files to anyone else.

I get the following about 60-90 minutes after sending:

NOT ABLE TO DELIVER MAIL TO SOME/ALL RECIPIENTS.
REPLY CODES WITH FIRST DIGIT = '4' OR '5' ARE ERROR REPLIES.
ERRORS THAT DO NOT HAVE ERROR REPLY CODES MAY EXIST.

HOST AS400 NOT ABLE TO DELIVER MAIL TO FOLLOWING RECIPIENT(S):
   <WCA@ai2.com>
RETRIES EXHAUSTED WHILE ATTEMPTING TO CONNECT TO REMOTE HOST ai2.

This is followed by the complete .zip file inline.  I can send him email
without attachments just fine.  And he actually does get these that say
they failed, but the whole .zip file is inline instead of attached.

I've tried it in Netscape 6.2, 4.77, and 7.0 with the same result.

I've looked at job logs on my iSeries, searched PTF cover letters, but I
 can't find anything because I really don't know what I'm looking for.
 The only thing that sounds like an error is 'retries exhausted'.

Anybody got any suggestions where else to look?
