Your base memory cannot be upgraded so two of your slots (the 1a pair)
will need to retain the 32 MB DIMMs.

You can add one pair of #3004 256 MB DIMMs.

You can add three pairs of #3002 128 MB DIMMs.

I'm using the V4R5 System Builder as a reference.  They state that the
maximum memory is 832 MB for the #2291.  They also state that there is
no prohibition on mixing the #3002 and #334 DIMMs.  I would imagine that
the limit is enforced somewhere though.

I would suggest that you go with two of the #3002's and two of the
#3004's which would give you the published maximum of 832 MB,((2 x 32) +
(2 x 128) + (2 x 256)).  If you want to experiment, you could try
putting in all four of the #3002's as well as two #3004's.  I don't
think that your machine will go up in flames, but I doubt that it will
recognize all of the memory.

I don't know what to say about your business partner.  If you were
asking about exceeding the published maximum memory, they were probably
right.  If you were asking about whether #3004's are legal in a 170,
they were wrong.
